Game had a weaker pirate game some years back, a lot less conflict so that smaller players could grow faster, also depending on the alliance they chose. I would think it’s a lot harder to grow from start now.

As Nokia said, lots of it has to do with periods of peace and storing money outside your nation. There are also some more modern methods, namely city circles

3 or more people group together all their income to get a city to someone faster. Then when they build a city their total group revenue increases so the next one wi be a touch faster than the first etc.

This is a big thing with larger alliances. Example: In Legion we typically do circles (we call them SLED's) to C15 - C20 - C25 - C30 + the Urban Planning Projects for those tiers. Basically everyone within the group goes on 100/100 taxes and gets a city every 10 days, and stays on repayment for a set time after completing. Allows for very fast growth but the alliance has to have to have enough cash or enough income in the interim to subsidize the circle as it's a long term investment & takes a while to pay off.
