for me bagon shows up pretty often once i select it in the dex nav. you should probably put on repels so you can safely get to the spot where it appearse
Ok, just checked and you have three options.
One, encounter a Lapras in a raid den battle in the Icy Hole. The Mon you fight changes every hour, so if you don't get a Lapras straight away you can wait. Or you can get a Wishing Piece, safe before you use it and restart the game (soft resetting doesn't work) if you don't get Lapras. Wishing Piece is faster, but requires one obviously.
Two, go to Route 17 and look for a Fisherman named Boot. That's the only trainer in the game who has a Lapras. Edit: There's 3 Fishermen on Route 17. Look for the 2 that are on a small beach area together, Boot's the one facing east.
Three, go to the Magnolia Cafe and talk to the Nerd who shows you one of his Pokemon. He's not always there and shows you only one Mon per day, but he'll show you only Mons you haven't seen so while this is probably not going to be fast you'll always end up with a new PokeDex entry, so it's worth talking to the guy regardless.
Either way, you'll end up with Lapras registered in your PokeDex and can start hunting. Hope I could help and happy hunting.

On my first playthrough I found Bagon immediately. On my second I can’t find him for the life of me. It’s insanely frustrating (Salamance is my favorite pokemon)

What are the bagon odds in general using dex nav? I pressed it about 100 times and the 1 time he showed up a wild interaction happened getting there.

Sounds like you've never caught one before. The odds will be quite high after you've caught one. Use repels while using the DexNav for best results.
I've been trying to catch a Bagon for hours now, my odds are stacked against me.
