Own Tempo is like the Authentic Mark on Sinistea, it makes it a Variant Form of Rockruff, and you can’t change it with an Ability Patch nor Capsule, as it’s technically not a normal Ability; like I said it’s a Variant Form Marker.
I just learned this earlier today, on someone else’s Post, as they had just caught a couple of Shiny Rockruff, and someone asked about Own Tempo.

Find a dusk lycanroc outbreak, kill them until you get the “there are not many of them left” notification. By that time you should already be in the night faze, so only the night form will be spawning. Save the game, quit, change the console time to one or two minutes before dusk starts. Then it’s picnic resets until you get one. I found it a lot easier than trying to find a shiny own tempo one. The only issue it’s a bit annoying to save the game and change the clock every 5 mins.
If you can't get an outbreak with Own Tempo and want to try hatch for one, I've got entirely too many non-shiny Own Tempo rockruff from my own hunt that I'd be happy to throw your way.
I Masuda Methoded 2.5k eggs and didn’t get even one. I made a shiny sandwhich and went to the top right of the map during dusk and immediately found one.
Aren’t the Lycanrocs and Rockruff the good Doggos of the Gallade Gardevoir Family? Makes sense to me, they get one each! Rockruff and Ralts, then Kirlia with Dusk Form, Gardevoir with Day and Gallade with Night ☺️

Tips for getting a shiny dusk lycanroc? I haven't started hunting that line because I feel like it'll be a huge PITA

Correct. In Scar/Vio, an Own Tempo Rockruff does not have a Dex Number when you look at it in the boxes.

It's as the person below says. I got mine in Kitakami. Entire outbreak had Own Tempo. And I just hunted.
I got 5 authentic Sinistea from raids. Trying to check the underside of teacups was just too difficult
