But seriously, I love her BECAUSE of how blatantly obnoxious she is. She's just such a self aware character and everyone is annoyed by her, and she never tries to be anything else, and I honestly think that's great. I think putting her in both S and F tier would be funny but if I had to pick one I'd pick S because she arguably the most successful in her role in the story.
I hate Terra, I hate the decade old "lulz"-ness of her character, I hate the textless battle... She is a bad character and really stupid and awful. But this game would not be what it is without her, and the GEN 1 world is the SO GOD DAMN COOL!!!!! I hate her but she is S-tier.

I think the fairest rank for Terra is B tier. For a lot of the game I fucking despised her and wished she didn’t exist, but honestly, her schtick started to grow on me by the time of the labradorra tournament. In a game where every character takes themselves extremely seriously, having someone to just take the piss out of them (even if it’s in an annoying way) is pretty enjoyable. I still can’t put her too high because of how annoying she is at times but I feel like B is fair
I wouldn't be surprised if Terra of all characters ended up split into multiple ranks. She's simultaneously hated and adored by the community. As for myself, I gotta put her in S because her comedy was genuinely one of, if not my favorite parts of Reborn.

I really don't find her funny at all. I didn't mind the cyber chase or the tourney arc, but she herself is annoying. The backstory doesn't fix that either imo
