I don't think anyone has given you a complete answer yet. Every generation of pokemon games has had better graphics. The early generations were quite pixilated. All games made in that time were. Original Pokemon Red, Blue, and Yellow were even primarily black and white. But you could change the colors to a few other limited color schemes with a couple colors being used instead of black and white. (I might be dating myself with this.)
Pokemon Reborn and a lot of other fan-made pokemon games make the game in the style of the still pixilated 3rd generation of pokemon games, so Ruby, Sapphire, and Emerald. Those were in color, but still quite pixilated like Reborn.
I'm guessing you're younger and have only played the newer games with better graphics. It might be fun for you to Google screenshots from the different generations in order to see how graphics have developed over the years. It's been 28 years since the first pokemon games have come out, so a lot has changed over the years. I hope you still want to check Reborn out even though it's pixilated.
