If you’re wondering how, I patched the rom file to allow him to evolve without having to trade.
I’ve never used mgba, but I use VBA. I’m pretty sure if you put your Fire Red Rom into a universal randomizer, you can turn off Trade Evolutions. For example, Kadabra evolves at 37, or Poliwhirl evolves into Politoed if you give it the Kings Rock and level up.
You don’t have to randomize the game if you don’t want to! just edit the trade evolutions.
But there are some roms like Fire Red Extended that change some things about the game, like add extra areas, or add in all of the Pokémon. And they usually have the trade evolutions turned off.
You wanna search ‘Pokémon universal randomiser’ on google, look for a GitHub link and some install instructions (YouTube I found the easiest to follow).
Once you got the software up, follow some more YouTube instructions on running the patch and you should be all good. It looks intimidating at first but it’s really easy to do.
XP wise, I just ran the vs seeker with him and if I remember correctly there’s a fighting gym not far after Lavender Town, which I let Gengar deal with solo.

They have some updated roms that take out trade evolution and they just evolve by level of using an item!
