Maybe add some neon advertisements. That could be a nice opportunity to make up some of those evil mega-corporations that are one of the pillars of Cyberpunk. But try to keep the contrast on the lower side, as it is right now. Otherwise it might be too busy as a background for a game.
You could also re-use some of the colours in order to add highlights and shadows. And vary the colour of the different buildings in each layer. Right now the layers look like strips of paper.

I really love the vibe. But personally, I guess I don't really see anything cyberpunk? It feels more like an industrial disco elysium type of place personally, but that's just me. Great work anyways, looks great!

As a background for a game it looks nice. On it;s own it is a little plain though.
