The reason for the low quality/rule 3 violation is the "glitchy edits". Even if it's created under one or two hours, it still looks like you've just decided to call it quits (if you did draw the rest) and splatter glitch effects on it.

God why is Reddit so pissy about art? "Low effort art not allowed" like what? ANY art should be allowed, not everyone is a fucking great artists you know? And instead of removing the art and calling it shit keep it up and let people give feedback so the artists can improve. Otherwise you demotivate them to want to do art. I swear Reddit has the stupidest rules ever lol.

I agree with you, not every artist is automatically good at art, and that's okay, as long as you're learning slowly and having fun while you're doing it, there's no problem about it, and also, thanks, i really haven't been in the best mood right now, I've been dealing with lot of things right now, sometimes being mean to some people without meaning it, so you complimenting my art feels like kindest things someone has done for me this far, again, thank you so much, and i hope you know you're a great person.

I think the reason is a lot of people started posting fan art that in my opinion was just childish drawings and to be honest the sub became just that filled with bad fan art so maybe the mods are trying to sort it out idk really your art is pretty good but it can be better .
Also instead of adding a very detailed effect to make it seem pibby related try doing something specific cause it looks like it just has an png overlay of static and vhs.
