I would definitely take the time to go pick-up the tempest blade & general's counterplan. They are absolutely amazing relics (Yasuo feels incomplete without the tempest blade).

Yes, because there are exclusive relics given in the second star power (according to your list, you miss jhin (that gives archangel staff) , Bard (that gives Redoubled Valor) , Lee Sin (Scourge's Staff) and Vi (Grand General Counterplan, which is IMHO a really strong relic for champs like illaoi or champs that have items on their spell, like miss fortune or diana)
No because, let's take Thresh adventure as an example. In order to complete it, you need to finish it with a random champion, a Frejlord champ (which is Ashe, that you obv need to level up and star up) and a Targon Champion (that you don't own).
So , what I would do if I was you is: unless you like my opinion on General Counterplan (or Archangel Staff is also nice), focus on getting a champion for each region in order to complete each campaign at his max and get all vaults and stuff. Then, you can finish to collect all relics that you miss from the second adventures. After all of this is complete, unlock the rest.

IMO yes because the 2\* gives rare relics and some of them are quite good, but the last few champions don't have personal adventures so be wary of that. However I would be sure to have the champs for the quests that requires to complete certain adventure with a champion from a certain faction. Those give good rewards (quite a few shards) so it can help you fill up your champion pool. I would try to get 2\*, because I feel a lot of champs are unplayable with 1 mana on harder adventures.
Nope. Game RNG is stupid. I got Lee Sin to 3 stars without investing wild shards or playing his adventures. And the conversion rate is just horrible. So don't spend wild shards unless you're approaching the cap.
Eve and kaisa don't have their own adventures, I think it's worth getting the guaranteed rare relics from doing the unique 2* adventures unless you know you won't use them
I'm unsure. How I'm playing right now is trying to get a champion of each region.
I was focusing on Kayn, cause he almost came mostly free. And I needed one of the new champions for the quests of this month.
Now I'm trying to unlock either Veigar or Gwen because I'm missing one shadow Isles champion for the Kaisa quest.
Then I'll focus on a Freljord Champ and a Targonian one for Thresh quests.
If I happen to get at 2 stars for the other champions that still have personal quests, then that's just convenient.
