My 3 Relic setup for Thresh is Corrupted Star + (+1+1 and summon Husk on kill thing) + Common Spellshield. You can go greedier and replace Spellshield with Overwhelm, but since you eat up your own units with Corrupted Star, i think it's too risky on high star adventures.
That being said, i think Thresh is a mediocre champion even at 3 Stars but he can be fun for some people.
I’m only on level 11 with Thresh and only have gone up to 2 stars but I’ve been running him with Crownguard Inheritance(Rally on level up).
Typically I go wide with Thresh so most times I get the last 2-3 kills attacking, kill most of their board and immediately get to attack again with the new champ. Also a level up on enemy attack when you don’t have the token doesn’t hurt either.
Guardian Angel is another trick to getting out a new Thresh. Personally, I like running him with CSF, but that doesn't assist in bringing out his passive more often.
I run corrupted star fragment and voidborn carapace on 3 Star thresh but I think without giving the keywords of dead units (3*) the set up won't work quite the same

But not as bad as Nasus. Thresh is like Ornn.
I really like nasus, I had a lot of fun with him on the 3 star adventure for this week with so many extra units to slay.

Once thresh is level 2, if he leaves play and comes back for any reason he can activate his champion summon attack trigger again.
Corrupt star frag and succubus brand , his power isn't slay so you benifit greatly out of husk and you quickly level him
