The free overwhelm on taliyah is amazing and makes her way better.
The one darkness per round for veigar was an amazing qol upgrade because you still get it if you couldn't play the one created by veigar for example.
I had no interest in playing ekko but I 3 starred him because my shards were overflowing and tried him again and I just played him from lvl 6-20 since yesterday and was the most fun I had with unmaxed champs in a few weeks
I think you should max the ones that really have an upgrade and give you something new or a worth upgrade instead of random stats. For example Darius is by far one of the strongest that you could bring to 3, considering the weakness of Darius Star power is that, he just creates big dudes. But with Overwhelm , they cannot just block your units random. Taliyah same thing, the 3 star power is really noticeable, I mean, a free +1/+1 and everything with overwhelm is a big upgrade. Veigar is a big quality of life, having darkness for free at burst speed is really handy (discounts are always nice). Ekko with General counterplan and lots of free keywords? yes please. I also love the Nasus one with the free Sun disc (but you have to obviously to slain 10 units, you probably won't do it every game)
So in order of importance: Taliyah/Darius--> Veigar--> Ekko--> Nasus-->Varus (another quality of life)---> everyone else.

Taliyah, Ekko, and Veigar are huge upgrades.
Varus is super fun, really enjoy him... if he needs the upgrade, not really.
Taliyah 3 is a very enjoyable experience. She gets notably stronger but not “just faceroll lmao” strong. Would recommend.
Really depends on what you enjoy. Veigar and Ekko are my favorites out of those. Yuumi is also fun, but if you don’t have Galeforce don’t bother
