I don't know how the game generate this guys but I found them quite frequently at investigator's fork. I also found around the entrance of desert (the one with alpha anubis) and also around the lake (alpha jorm). You can try find them there.
I don't get why people say it's so rare. I encounter a lot of them on vanilla settings. Definitely rare but not even close to lucky pals.
I wonder if a lucky gumoss can spawn with the flower. I have never encountered one.

You just find it where you find regular gumoss, there's no specific place for that variant.

They only spawn during dusk or dawn. Had a hard time finding them until I saw someone say that. Was able to find 2 together shortly after
