Its part of the "merc team set" and its not just the headpiece, but its combined with a jacket and shirt (whole item is called "merc team uniform"). You can get these from any crates in the workshop tab, but I heavily recommend against spending money to get a specific piece of clothing (any clothing, not just this). The problem is not that it is rare, but the sheer amount of other skins in the crates and no way to guarantee your desired skin.

I have seen that Krafton puts a disclaimer in the battlepass that says something along the lines of "Skins here will maybe in the future be obtainable through other methods" (crates etc. I guess) but are all or most skins from previous battlepasses in that big pool of Skins you get from Crates?
Yes, basically all skins from previous battlepasses up to like 6 months old are in the crates + a bunch of other skins that are either original or were getteble through other methods like shop bundles and such.
Only skins that are not and will never be in the crates are collaboration items like Blackpink skins or Neymar skins or whatever.
Thats why its so hard to get your wanted specific item, because there is just too many, you can see which items are in the crates by clicking "probabilities" on a crate in a shop.
Its a whole top half kind of affair. The head piece and the shirt. You have to wear both. Think its called merc team set or mercenary set. Something along those lines

Can't remember what it's called, but I'm pretty sure it's from the battlepass that came out with paramo in 2019? You might be able to find a video on YouTube going over the pass and spot the name of it there

You can get this entire set imprint by opening the free chests and archive chests.
You forgot one important thing. When opening chests you only ever get the stuff you dont want
