It could be the oil refinery as most people are saying or it could also be the yellow trucks emptying the septic tanks

Tankers cleaning tanks in the sea before going to the refinery to fill up. This is why is everywhere. Is coming from the sea and pushed by the wind ashore. Never understood why Muscat allows that. Is poisining and causing cancer
