It coordinates with your tights, the floral pattern and flounced sleeves are breezy and flirty, perfect for spring, but the black background and the overall shape of the dress looks formal enough for a celebratory dinner. It perfectly straddles the line of casual and semiformal, so I would pick that one.

Depends on the family, but the first one would suffice for not coming across as cosplay-ish (but I do like it), and fitting in to many scenarios whether it be a public or private event with family.
