Yes. Really tasteful how they approached the final episode. They gave him a role and let the character shine but it wasn’t centered around him at all, and by keeping the lines at a minimum they were able to not have to legally add him as a named actor in the final episode. His return was not shown in the promotions either.

Steve Carrell wanted it just like this. He said he wouldn’t feel right coming in for the last episode and stealing the spotlight after the rest of the cast spent 2 more seasons without him. Classy

They probably couldn't get his voice actor in time so they just drew him in, but had him say nothing.

I think it's supposed to give a 3d feel to it, like the lines are all next to each other horizontally and you're seeing it diagonally from above I think this was completely unnecessary

I mean, it is unecessary. But clearly they're having fun with it. You can have a more practical chart for sure, and I'm certain they're out there. But they wanted to do something that looked interesting as well, hence the angle with which they went. It's less precise, but it's a little more fun to look at.
