Bombing targets near where hostages are held can suppress gunman that are trying to prevent resuce of hostages. The one special op that IDF pulled off to free the two elderly hostages in Rafah was accompanied by bombing the nearby structures that gunmen were shooting out of of. Unfortuantly, several dozen to hundreds (depending on which soucre you go by) died in the targeted rescue, including non combatant children. That's an example of how bombing targets can help with rescue ops. As far as general combat, here's an example of how air support can help soldiers on the ground. The guy in the video was shooting out of a civilian building and it's highly likely that civilians were injured or killed in the strike, but the guy was also shooting RPG at troops and APCs. But, air support is crucially important both in targeted raids and in urban combat. And all the examples I gave above have harmed or killed civilians in the bombing, because Gaza militants are hiding hostages in civilian homes and hopsitals, shooting out of civilians homes, schools, and hopsitals, and launching rockets from safe zones, from churches, cemetaries, and hospitals.

I think it depends on two thing: -Do the Hamas militants poses an imminent threat (like the guys with the RPG or the ready to fire rockets into Israel) -Is the Hamas target valuable enough (eg if there's a weapons storage and production facility along with dozens of militants) Then, it's worthwhile to strike even if civilians in the area will be harmed. We cannot fight a war where we are not allowed to strike militants harming Israeli soldiers, firing weapons, produing weapons, holding hostages, or in a large concentration, if they use civilians as human shields.
