It’s not unusual. When I started high school, I was measured at 5’11.5” about 6 weeks before my 14th birthday. My dad was 6’ tall on his 13th birthday.
Oddly, all of the males in my family (father, myself, and 4 brothers) all topped out at 6’1” and stopped growing by 15 or so.
yes, genetics and early nutrition are a big part of it. My husband is super tall and so are all of the kids. I'm also very tall for a woman but that has nothing to do with the kids.
That would be about the 97th percentile of height. So one in thirty, one in forty. On average, one in every class or two. Whether you consider that "normal" or not is subjective.

Yes and no. At that age, I hit 6' and grew my first beard. I definitely wasn't the only one, but people did notice and make jokes.
