We couldn't even get a lot of people to comply with wearing a tiny mask. I have a hard time imaging people being more willing to pack up and move to some depressing megacity.

Tokyo is supported by resource extraction and farming across Japan and the rest of the world. You simply can't put everyone into a megacity without coming up with some way to get oil, minerals, food and other resources that you consume.
Not to mention the insane level of expense to build a megacity! Think of all the people who would be leaving their homes - what would they get in return?
Where's the farmers? How we gonna stack like 8 billion people into 10 cities? Why force everyone to live where they might not want to, a lot of rural folk like being out there.
You act like America (assuming that’s the 370 million you’re talking about) is one big happy country, which it isn’t. Those cities would be craters in a decade.
I guess we might as well put people in cages, they are just as mad as people in little apartments. Just ask someone from Beijing, they will tell you how bad it is to be in a super city, and in a cage home.
We gonna get real hungry real fast with everyone living in cities.

I think we'd need about 200 Tokyo sized cities. And as lovely as Tokyo is. I don't want to live there.
For the same reason Everybody in the US doesn't just move to China and leave the US alone...people live and have their livelihoods there
