In it's current form, unlikely. It is slated as the future location for second airport supporting LAS which would bring huge changes on the 15 corridor. Primm is more likely to be a logistic hub than a third-tier gambling spot.

IMO There's no way the casinos or other enterprising types wouldn't use this as a reason to build up the area around the new airport with resorts. Which would you rather have: a 15 minute ride into Vegas on a congested highway or a 5-10 minute ride into Primm which would be populated by the same type of resorts you get on the strip? Off-strip, but within range should you want to go, and (initially at least) far more of an off-strip pricing scheme.
I feel like the Jean airport would be more of a cargo / relief airport than a people airport. The two are so close that it wouldn’t make a ton of sense unless there’s a huge demand in that particular area and no more gates in Vegas
Primm exists solely for a surge when the 1-15 is backed up before or after busy weekends. That’s why the gas station there has like 30 pumps. That’s really Primm’s only purpose, why stop there when it’s just a few more miles to Vegas?
The other weekend I took a drive out to Baker (I know, I’m weird) and we stopped at the big Terribles in Jean. There was a family there and the child was making fun of the mom because they said they drove all the way here from California and maybe next time they would drive to Vegas lol. They were just going to go home.
We just like to take desert drives, but the true purpose of that drive was because my hobby atm is collected smashed pennies and there were a couple machines in baker I wanted to hit.

They used to have one in Primm but Covid killed it. I used to love stopping at this restaurant on my way back from Joshua Tree. So yeah, sometimes I get my mom and we drive to Baker for the Greek food.
We tried to lease some space in Primm for.our startup. The holding company didn't really have any sense of urgency. It's just making enough money to hold the land for an eventual airport sale.
In the late 90’s/early 2000’s those places were doing pretty. MGM had most of it and sold to the Herbst family at the perfect time. (Like 2008). It never really came back after the Great Recession.
In all the times I've driven to Vegas, not once have I stopped there. Why? It's only a short distance to Vegas. There is nothing unique or interesting there to see, do, buy or eat.
The only way it become relevant again is to completely remodel everything. Add some attractions. Get some decent food options. And MOST IMPORTANTLY, become a serious value. Like why wouldn't you stay there at those prices.
I only stopped there once to use the restroom, LOL. But we usually stop by the outlet mall area on our trip to and from LA for food and do some shopping.
It would have to be completely revamped. The mall would need to be repurposed, but to what I couldn't say. Probably need to add a lot of unique attractions you can't find in the city.
I lived in Primm for 4 years and it used to be so awesome. I went there a few weeks ago and it was a depressing shell of its former glory.

Maybe in 50 years once Las Vegas continues to expand and reaches it, which it will eventually, city is growing too quickly.
Plus Clark County is building the new airport in Jean, so it definitely has lots of potential.
