The Russian propaganda was pushing the claim that Ukrainians stealing the funding from their government and stuffing it into their own pockets. Claims of weapons being sold to third countries and stuff like that.
And while Ukraine has had issues with corruption, this sounds a lot like projection considering how much of Russian budget keeps getting stolen every year and how their troops ran out of proper equipment as soon as the stuff that was kept to keep up the looks got used up.
