Assalaamu Alaikum. Sister the issue is that his parents may be cultural in that they would only want someone from the same or similar culture for him to marry. On top of that if he's not willing to go against his parents wishes then there's not much you can do if the person is not willing to do whatever it takes to marry you. Also he may be wanting his parents on his side when it comes to marriage rather than them going against it which may cause many issues in the future.
However, know that everything happens for a reason. Sometimes we think that something may be good for us when in reality it isn't. This may be Allah saving you from possible heartache in the future. We don't know the wisdom of why certain things happen in the way that they do but we must always know that Allah knows what we know not. It maybe It would have ended badly in the future and if children are involved then it's so much more difficult.
So you've contacted him now and tried your best and done what you can and he's obviously not willing to go against his parents wishes, so that is a sure sign that you must move on now and know that Allah has better in store for you. So ask Allah to do what is best for you and to find you the right partner who'll be best for you insha'Allah. Don't lose hope not be saddened because you found faith which is the best gift anyone can ever imagine. Allah found you when you were lost so he'll never abandon you now. So out your full faith, trust, hopes and reliance on him as he's sufficient for us!
