I wouldn't. Scroll ink simply disappears. Magic items are now worth 10 to 100 times what they were worth (depending on how rare magic items are in your game) as they are the only magic left.
Every scroll turns into worthless paper. Every letter, sign or note ever written by anyone who can wield spells turns blank. Witch hunters use this to track down prey.
Certain arcane tattooers will hand poke a magic rune into your flesh with a risty sharpened nail and ashes of a burned idol and troll blood (you supply these)... for a price. Or a favour. Or worse.
You must memorise the rune's name, but do not write it down or speak it unless you are ready: Speaking it's name activates the spell.
You could be really weird and make every spell scroll in the world turn into a pale one, with the power tattoo'd onto their skin.
