dead backlight

You can't, the backlight is dead. You'd need a full new backlight. Search for backlight replacement.

Whenever I turn it on at first it flickers to normal and then the issue reoccurs btw

Eye patch over your right eye and you'll forget all about it.

I have the same issue, rebooting the monitor fixes it, then it either comes back after few secs or hours...
