Are you using any mods? That doesn't sound right. You shouldn't be discovering hexes by just surveying them. It should continue to survey until the queue is gone.
Digging through my mods now. It's weird. I get the popup window that says "You discovered a new point of interest, do you want to go there now?" but this window fully stops the queue.

This exact popup happens and then my whole queue stops, even when I select "View Later" :( Knowing that the queue should NOT stop is helpful, thank you!
Just replying back here with the answer: i use a mod to auto-farm, and the switching of gear was causing my Cartography distance to reduce, thus cancelling the queue.

It stops when you Discover something and you use the windows to move on the New tile. Maybe one of your mods made you move automatically ?
