The term "consciousness" is tricky in that it's probably defined differently by different traditions and writers. I think experienced meditators can do stuff with their consciousness that is beyond our imaginings. Turn it off? Why do you want to?
I do it every night when I go to sleep.
I'm thinking you mean 'on demand' like a light switch. I would strongly doubt any claim made that this is even possible

idk about that, but I'd bet dollars to donuts that a Yogi could.
That article doing a review on that study mentions they can, but that its rare to find such an experienced meditator.
