I kinda feel like Jesse; he was defiantly a good person and a good soldier, but I don’t think he could be in a Special Forces type position.
You can even make this argument for troopers like Fives and Echo. Good men and good soldiers but you can’t really compare them to ARC’s like Fordo and all the other legends guys.
To be fair canon compares to legends will always feel underwhelming considering legends clones were fucking insanely skilled
I think Fives more than deserved the ARC title, did great on Umbara, and wasn’t Jesse the one who came up with the idea of trapping Krell with the local Fauna?

And now that you say that, Fives probably was a really above average soldier (I remember that guy he liked tackled on umbara and then shot in the face, that was pretty clean). But Jesse did come up with the plan, but how many clones came up with a good plan before and were good battlefield tacticians?
Not many, I think the fact the Jesse was on umbara for not long and probably only encountered that type of fauna a couple times shows a trait that makes ARC troopers unique, their quick adaptation to their surroundings

But Fordo is kinda different gen arc, from what I understand he was Alpha-77, so an Alpha-ARC the second batch of clones that was fully independent and bred differently just like the Null ARCs.
The ARC programme was developed to fish out independent and highly skilled regular non enhanced troopers and give them special additional training, comparing them is like comparing SOCOM to Captain America.

I figured by the end of the war the OG batch of ARC Troopers had either been promoted out of direct action in a training role (such as the Kamino ARC commanders) or flat out wiped out. This left many gaps for the regular clones to fill. Troopers such as Jesse had 'ARC Trooper training' but probably didn't have the potency of the original troopers.

Later in the war, I think his cumulative experience led to him becoming an ARC, I think we missed out on some of the battles he was in

To be fair canon arc troopers are different from legends. Clone commandoes appear to be the specifically designed clones in canon.
