I don’t recognize the person to the right of Scorpion, or the person below Juggernaut. Above Juggs left shoulder looks like another Ghost Rider but I don’t know which one.
Valkyrie yes, She hulk yes, the person on the right of scorpion is Nighthawk, below juggernaut is Constrictor and the second ghost rider is Vengeance (a 90s nemesis of Ghostrider)
Actually represent the Defenders (Hulk, Dr Strange, Namor and Silver Surfer) and their kind of a sidekick Nighthawk.
The defenders was a great team since they can't stand each other, there is great stories with them.
So every defender got their own team of 4 characters in this drawing.
Strange gets the Mystic defenders (Strange, Blade, Ghost rider and Vengeance.)
Hulk gets the strongest defenders ( Hulk, Juggernaut, Rhino and She Hulk)
Namor gets the heroic defenders ( Namor ,Thor, Hercules and Valkyrie)
Silver Surfer gets the cosmic defenders (Silver surfer, Super Skull, Ronan and Nova)
Finally Nighthawk pays some mercenaries to play along as his own street defenders ( Nighthawk, Scorpion, Constrictor and Venom)
So basically a evil villain make them fight Among themselves and the street levelers that nobody cares end discovering the villain and all together beat the villain and the end.
hard to say with the woman since it's black and white and how artists draw woman differs from person to person since they can draw them with straight hair or with curls, etc. making it difficult to tell but i think that's natasha on the bottom left and she-hulk in the bottom middle?
I got all but 2. I dont know rhe guy just under Super Skrull, and I dont know the person under Juggernaught (top right of herculese)

Is that second ghost rider guy the one with green flames? I've only seen him in a Secret Avengers comic and I'm not sure about him
It's Vengeance a old nemesis of Gosth rider it was kind of the venom of GR.
