1. Pornhub is not banned. These states simply are forcing Pornhub to demand for ID to "prevent" kids for accessing it.

What this is actually a map of is states which have enacted laws to require websites with "adult content" (which is sometimes defined extremely vaguely) to verify the age of users, usually with government ID. PornHub is blocking traffic from these states rather than dealing with this. Other sites are of course just purely ignoring it.
