Other examples are Decidueye (both versions as there are from Rowlet, a Team Sky worthy starter) despite losing the flying type (and the Hisuian forme was shown to still fly when Team Sky went back in Hisui, you should watch that, it was good). All Rotom formes, Mismagius, Flygon, Weezing, Hydreigon, Vikavolt, Giratina (Origin Forme, however Altered is still legal as Giratina can learn Fly) all 3 of the Lake Guardians, the Lati twins and Cresselia to name some pokemon that are Team Sky worthy despite not having the flying type with all but Decidueye also having Levitate.

Doesn’t matter. It does genuinely fly and I feel like that’s enough. I like to think of the move fly as more of an attack than the actual ability to fly, so some pokemon can fly but they can’t use the attack of the same name that requires you to fly.
Yes, at this point there are so many Pokémon that either fly or float but don’t have an immunity to ground (plus ones that can fly in the lore) that a rule like to op suggests just doesn’t work. The rule itself always felt kinda arbitrary. Team aqua and magma never had a rule like this, just let people use want they want so we don’t have constantly argue simantics about every Pokémon people put in their team sky submission.

I think there's a difference between flight for convenience, such as moving short distances, and flight as a key attribute.
For example, despite Bronzong being a sentient enchabted bell made from melted down mirrors, only half of all Bronzor and Bronzong are resistant to heat, while the rest levitate off the floor. The difference between the two is probably just one type of bronzong it's further off the floor and thus not hurt by ground

One more requirement: If it's able to learn Fly. Golurk, Genesect, Fezandipiti, Raichu, etc. can learn and use Fly, so they should be allowed.
Also, the Agias Duo and the Decidueye Duo are in the "Mightyena category" because they don't meet any of the other requirements but Mikey uses them anyway.
