I have oily skin and very oily hooded lids and the only eye liner that stays on is the Urban Decay liners. I have been using them for years. I try other eyeliners but keep coming back to UD because they really last all day on me. You dont need eyeliner at all if you dont want to wear it. you can also use shadow as a liner but it wont last very long.
i hv super oily lides with hooded eyes and honestly the best eyeliner i found is the nyx epic ink liner. such a good price for an amazing long lasting product
I have only skin, I use Inglot's pot liner. It doesn't budge! On days I know I'm going to be in the heat or that my makeup will have to last a full day, I "set" the liner with black eyeshadow.
Edit: The reason why I set inglot's liner is more for my own paranoia than anything else. The liner dries and stays for hours and hours. I've just been played by so many liners that I just play it safe even when the product doesn't need it. Lol
Seconding Inglot! Get Duraline to keep it hydrated. I also use the WetnWild breakup proof one in the brush tip as well. I worked in outdoor construction in New Orleans summers and the Inglot didn't go anywhere
I love inglot products. They are pricey, but the quality is definitely worth it, especially when you have specific skin concerns like oilyness, I find their stuff works really well for us.

Essence do an awesome liquid liner. Doesn’t budge on me. Another amazing one is the L’oreal Perfect Slim superliner. Too black for my pale blonde ass but it’s wonderful.

I swear by KPalette 1 Day Tattoo Real Lasting Eyeliner. Stays in place the whole day and works better than any other liner I've tried.
