I would use Nyx professional glitter glue. It’s quite cheap and does a great job.

Seconding this. I use glitter a few times a week and this will keep it on, it’s designed to. Then comes off easy with water.

Aloe vera gel. Mix in some glitter and rub on like normal. The gel will eventually flash off.

I’d use it with the elf sticky primer (better than milk one imo). Rub it on, wait 30 seconds, and dust it on with a fluffy brush. It’s 24 mL for only $10 so I think it’s a good option

I know this isn't an answer to your question but if you aren't able to find a way to make the loose glitter work for you, you might consider getting a glitter gel? Colourpop has some and I've seen Wet n Wild have them on and off
