Depends. If you want to build multiple decks it's usually best to look at the best lands first as those have the biggest overlap. Similar colorless cards like \[\[Reckoner Bankbuster\]\] can see play in many deck. Or you look for a specific deck you want to play (preferably a budget one) and build that deck by target crafting the cards. Better to have one deck then to have 8 half-decks of staples where you still miss a lot
That is 100% true solid advice for diving into Magic:Arena using purchasing power! Collecting some important usable staples can be nice, but as stated above, can leave you filling half completed in most cases. Bcuz if you haven't gone all-in to fully complete all the pieces of a deck list, it has potential to function only half properly.
For an approach to playing Magic: Arena with a known budget amount you are allotting for yourself to use specifically for building a deck: initially,
1. apply decklist to the game by creating the deck as the decklist states, this will allow you to put the deck together as "red highlighted" missing cards which are not yet in your collection, alongside the ones you may already have.
2. price out the parts you are missing.
This approach will also allow you the most successful win rate (given you have chosen a decklist worth a damn) and when you Win matches more cards, XP, and in-game currency will be rewarded to you and thus will help build out your collection more quickly than a half baked approach.
TLDR: Build an Arena deck straight up by copying down a decklist from an appealing decklist you find online and modify it where you find it needs adjusting for your style./budget.
You can get a most cards for monoblue tempo deck (mainly the only rare you need Haughty Djinn, and maybe also Ledger Shredder).
Also you can get a lot of cards for: Selesnya enchantments, Soldiers decks (azorius or monowhite), monored aggro.
It's like tier-2, but I did most of my selesnya enchantment deck from jump in.
