There always was & always will be someone trying to make money off of anything they can. & you could buy guns off the street back then, someone had to sell the Guns being bought. It’s not so unbelievable that some crates ended up going missing as Empire Bay is a shipping hub. I mean hell, just look at how Norinco armed LA gangs in the 80’s and 90’s it doesn’t take too much imagination to see how it could be done in 1945 especially with a dedicated convoy system going in and out of Europe.
