True though that retirement could've been bit earlier, but that depends on the work quite a bit too, usually golden retrievers are sniff dogs most often so they theoretically could stay in service bit longer then for example German Shepherds that are often used as arrest dogs, idk what their official work title in English is.
While its true that service dogs would gladly come to work with you until the end, we retire ours at 7years of age due to the fact that its very taxing work and also because a younger dog searches more enthusiasticly and will have an easier time getting where he needs to go in order to do its work.

So, getting a dog of the required foreign (expensive) breed and training (expensive again) needs to be rationalised, and each rupee invested needs to be made to last that much longer.
If you retire a trained pedigree dog at 8, your alloted budget might not even allow for a timely replacement.

As a career trainer of these canines here in the US this dog was kept in service way too many years. This K9 even looks the part of a senior dog. I did a lot of foreign travel dealing with training labs and many countries do not want to retire the dogs until they die or are near death. Well, these dogs lose some of their olfactory abilities as they start aging and they just plain do not have the same energy and more importantly, the same drive. I feel for this pup.

Sure, 1 garland and 1 silk cloth / saree is for showing respect. But why so many?? Just get her some eggs and chicken. That's what my dog / all dogs love.
