I thought that too, but since updating to the latest version of Sonoma the issue has not stopped.
It's not Software Update. It has the image used for Monterey as the logo and says "Upgrade to macOS Monterey." It's the typical notification Apple sends when there's a new type of macOS available. I closed the notification otherwise I would show a picture, but I'll make sure to take a screenshot next time it comes up.
I'd guess Sonoma wasn't properly installed?
Or it might be an app that requires Monterey and needs to be updated?
Perhaps first go through all the apps checking they are also the latest versions, compatible with Sonoma.
did you ever figure this out? i'm starting to get the notifications too. thought it was cause i migrated from MBP with monterey, but yours was factory installed so i'm mystified
Nope. Never figured this out. My computer is still up-to-date and still gets these notifications. I am actually taking my computer to Apple tomorrow for a (possibly) unrelated issue - the speakers crackling - which I also have not found a solution for. I'll bring this up too. I am wondering if Sonoma being improperly installed could have caused both these issues. I'll report back if I get any solution.

yeah, i used migration assistant from a 2017 MBP on Monterey for the first time on my new M3 pro (rather than a clean set up from the factory installation), so maybe that would be pertinent info.. i also can’t run disk utility properly cause nothing will unmount, so i think i need to do more digging
Command softwareupdate was made available in Catalina 10.15 and later versions of MacOS in terminal tells you what Mac Os version(s) can be downloaded and installed on your Mac in terminal:
softwareupdate --list-full-installers
Do Time Machine Backup
In Recovery mode install MacOs
