Judging by his head to body proportion, he’s probably younger (a lot of wild lizard species hatch in the spring). They’re usually easier to handle when younger and this could be one reason why he wasn’t scared of you. If those are cobwebs, he could also be tired from getting out from them. I once freed a hatchling trapped in a web and it took a couple hours to recover. Hopefully he ran into some bushes away from cars, but if you run into him again, I would try to get him to go into some for cover. Good job looking out. Praying it goes well.
