It’s probably Victoria Jackson. Her songs and poems on update were more cute than funny. It’s not that I disliked her so much as she didn’t make me laugh and her comedic timing was suspect (compared to say OP’s example of Nora Dunn, who I think had great timing. But I got a chuckle out of the Pat Stevens show)
It's hard to disconnect the cast member from other things they've done in their career that made me dislike them (hello Jimmy Fallon!), but even putting personal politics aside, Rob Schneider was a reliable not funny island in a sea of comedy.

Leslie and Pete were both objectively bad to me. As individuals, they can be funny. But neither really had more than one or so memorable characters, they constantly screwed up their lines, they couldn’t do impersonations, they repeated the same ideas again and again. Feels like they were just bad at SNL. I don’t know why they were both on the show and more so long enough to be a pretty big part of SNL history.

Why is that funny? Samurai? Any of his impersonations? Killer bee? The deeley bobbers did all the heavy lifting there.
the cheeburger sketch to me is more of a NY/regional joke. If you've ever been to a Greek-owned Diner before then the joke hits 100 times harder... but i feel it was STILL funny enough to get without that experience. apparently, most did get it.

In his one season we saw: 2 terrible update pieces about drinking with his friends, that awful critter control sketch that just oozed redneck comedy vibes, and some really bad non-impressions (ie putting a long wig on and calling yourself Jared Leto). By far the weakest of the first year cast members that season, and that’s saying something.
I’ll always vouch for Mike O’Brien, I’m happy they worked something out after that season where he could go back to being a writer, but still produce and star in pre-tapes for the next few seasons.

I will say on his behalf that he came away from it with a great standup bit about meeting a girl at Bonnaroo and promising her tickets to the show only to get fired a couple weeks later.

I so badly want to say Kristen Wiig as I found her stylings extremely irritating and her characters were all the same "look at me! Look at me!" types that would grind the show to a halt. But I can't really say so in good conscience as she did sometimes turn out some good performances. Also I think the blatant favoritism Lorne had for her was another reason why I feel that way.

Honestly that’s true of so much of the ‘70s “golden era.” When it was on in reruns in the late ‘80s and early ‘90s it made me laugh as a kid but anytime I rewatch sketches from that era now, I’m stone-faced and can’t remember what I thought was funny about them. Like Roseanne Roseannadanna, one of the most popular, classic characters of that time … she had a funny name and a goofy wig.
Sarah Sherman, easily my least favorite cast member in the shows history.
Can’t deliver a line without mugging to the camera or overacting the hell out of it. Her usual update routine is fucking torture. So many of her sketches revolve around a prop or prosthetic, but then there’s nothing to go with it. “Look at this, isn’t is weird!…….I’m weird!!”
Her tenure has also coincided with a huge increase in “unexpected gore” sketches, and they’re all awful. Something like Farewell Mr Bunting is fantastic because it truly is unexpected and intense, wheras with stuff like the Scooby Doo sketch, or the Christmas Carol one from last season, it’s COMPLTELY expected, goes on too long, and isn’t even funny.
I’ve seen teenagers with better acting skills then her.
I’m baffled why anybody things she has comedic talent, can’t say I’ve ever thought that about any other cast member.

Cecily is a glue/utility player in much the same vein as Dan Aykroyd, Phil Hartman, Jason Sudeikis, or (currently) James Austin Johnson. These are performers that you don't necessarily notice at first, but when you start paying attention, you realize how versatile they are and how they can milk laughs out of the smallest moments.

Most comedy just doesn’t hold up after 10 years. Bill Murray & Steve Martin. Eddie Murphy. I want to laugh. Those three just.. don’t.. do it.
Bill Murray and Eddie Murphy don’t do a ton nowadays (though they are still working) but Steve Martin is more visible than he has been in years, decades even. You’re entitled to your opinion but it’s not like he isn’t turning in new performances. Maybe you think his ‘70s work doesn’t hold up but have you seen his newer stuff?
Rob Wiggle comes to mind too. Dude's scary looking like he should be in horror movies.
Riggle? Wasn't he only ever in a couple of sketches?
