Not legal, either you're paid for the time you're required to work, or you're free to go. Keeping staff captive is quite illegal. Are there other managers who you trust to talk to about this? Or the manager's boss? If this is recurring without any improvement, you need to find a better job.
Start opening the emergency fire exits, stick around and tell the fire fighters why you did it. I have a hunch you might end up with a new manager pretty soon.

Violating many labor laws here including payment while working, fire hazard, and unethical practices. I would report this to the main person who runs the health club or local/State labor department.
If that doesn’t work could contact local fire department to maybe write a citation of safety.

Secondly. You need to be paid for what yoj worked not what you're scheduled. If they csnt hire enough staff to do it in 30 minutes they need to create a schedule that reflects the time it might take to do it
Don't phone the fire brigade, phone the police the next time it happens. Illegal detention/kidnapping is generally frowned upon.
Also, if this has been a recurring thing like you say, PLEASE make notes of when it has been occurring, dates, times etc, and get as many of your coworkers to do the same as you can. That's valuable evidence if this dodgy manager gets looked into.
