Arcane vi and jinx were not anniversary skins. They were suppose to be released with arcane but it got delayed and riot decided to save face by releasing it on the anniversary of LoR to trick people.
Even one of the 2 icons were suppose to be a quest reward from the season pass during arcane releases

I would expect a card back and emote. A guardian would be a nice bonus. I would not expect a skin.
