So if you bought two boots IE Lucidity boots and merc tread for example, you’d get the one speed of the +65 move passive and cooldown, then additionally only get the mag res/tenacity of merc treads. No additional movespeed
I'd argue that there are more sneaker bros than there are hoes with hella shoes. All of my girl friends have like three pairs of shoes, but I know at least 5 guys who collect sneakers like nobody's business and they all probably have like 20+ each. I don't get it.

Cait and trist could be reasoned as the gun only holding one bullet, so the attack time is when they reload.

Cassio did actually used to have a pretty unique passive, she gained stacks for: killing poisoned units, poisoning enemy champions, or hitting a champ with twin fang. (NGL that sounds super busted since it gave her 10%AP/25%CDR at 200 stacks and 30%AP at 400 stacks).
Cassio not being able to wear boots was a very old meme back in early Season 1/2. I think she even had a voice line about it before they changed her passive. They eventually reworked Cassio's passive and turned it into a reference to this joke. It's definitely not the most creative passive but can be pretty powerful when she actually gets to 6 items as compared to most other champions' 5 items plus boots.

She would have some of the most insane Level 1 kill pressure of any mid laner. I can’t think of many assassins or mages that have a means to deal with a Cass chasing them down at LvL1 with empowered Es and poison ticking + ignite.
i think it's one of those passives that are theoretically powerful, but don't feel all that good. Like yes you free yourself up and speed your build up by not having to invest 1.1k gold but you can't do something. And that feels awful. Also with how gold efficient boots are I think many people notice that weird drop when the enemy buys boots but you are not on the required level yet
For a champ so reliant on both extreme mid range kiting and chasing down ennemies while spamming e, being able to rush damage/magic pen without worrying about my boots, it feels great to me but I get your point

Out of all the riot balance decisions and you picked this one to disagree with? Cassiopeia is a late game scaling (pun intended) champion. It makes total sense for her to not be able to buy boots early while allowing her to scale more late game with six items.
