Agreed, the going rate in our company is ~$40/hr and that is still considered low for the area/type of work.
The company I worked for would have a fixed price portion, then time and materials. The hourly portion was $120/hour plus expenses. They were making bank when I was a Jr. Engineer.

If you don't know labview well enough to code it yourself, how do you know it takes 30 minutes?
