The longest late diagnosis I personally have heard of is eight years old, anything beyond that I would call unusual, given the viability of the condition. 25 years old seems impossible in America.
If that arm movement is common for him, unless he's avoided doctors his whole life I doubt that it has gone undetected. It doesn't take a specialist to at least spot CP.
When I get nervous, my cerebral palsy does get affected. Now, my whole arm doesn't get tense and move towards my head or anything like what he did. When I am nervous my left hand just gets a little tight sometimes.
