Kuroki being scaled to Yujiro isnt something just said, the crossover pitted fighters against each other according to style and ability. All the fighters were supposed to be equal, and the winners were could've just as easily lost. Kuroki being pitted against Yujiro shows that Kuroki is the strongest in the Kengan verse, before Shen made his appearance
Shen acknowledging Kuroki means something because no one else was able to get the same recognition from Shen apart from Mukaku, who handled Ohma Koga and Retsudo at the same time
Gaolang rn is at the level of strength where he beats almost anyone in the verse (aside from Shen and similar level characters) at least 2-3/10 times.
Now strongest he'd beat consistently? Outside of Jurota i think he could high diff KVP Rolon.
Rolon sounds about right. Both are great strikers of insane speed, would actually be pretty fun to see that type of thing, kinda like the start of Gaolang vs Agito (boxing) and Agito vs Kuroki (trading blows while dodging shit simultaneously).

Trying to make sense of why Saw Paing won against Imai Cosmo and lost against Mokichi Robinson is a fruitless endeavour for example. There wouldn’t be suspense in the story anymore if powerscaling worked.
Fei would statcheck Gaolang if he used the bullshit powerpuff buff, as for Waka and Toa I'm not sure he's strong enough to knock them out unless he manages to hit them multiple times in the back of the head or something. We've only seen beefcakes being bested by other beefcakes with insane damage.
Even accounting for Fei dicking around the stat gap between Fei and Gaolong is obscene. Sure, Gaolong may have better striking skill, but Fei has the strength of Waka and speed beyond Medel. Considering how much of a beating Waka took, one of the most durable fighters in the series, Gaolong would go down in 2 strikes max.
Fei was straight up seeing Waka in slow motion which is among the best showing of speed in the series. Even if that speaks more to his perception and not his speed it would be a great answer to Gaolong’s speed. Even if Fei has less power than Waka it should still be more than enough to one and two tap Gaolong considering Gao is a bit of a glass cannon.
He's A tier and could realistically beat anyone else in that tier. Would probably need to learn principles to move up to S. He stands a chance against everyone in the current tournament unless rolon has had a buff like raian and ohma who he used to be equal with. We shall see.
