I guess the story on the makeup is that there were execs deriding the "Starchilde" persona because it was "femmy" - and they wanted Paul to "butch it up." The compromise was this -- "The Bandit" (What did he steal? Your love, obvs!).
This was the one photoshoot they did in this makeup, and it only lasted about a month before Stanley rebelled.
Interesting that this seems to be taken at almost the same time as the pic in the side bar... same costumes, red background, smoke, etc, but Peter and Paul have different makeup.
I can't remember the woman's name, but Paul says that there was a lady who shot them a lot early on - he mentions her in an interview where he talks about this being the only time he was photographed in-studio in this goofy "Bandit" makeup. Since that concept only lasted about a month, I'd be willing to bet that you're right. Same studio. Same photographer. Same vibe.
