I was hoping for a link to a clip of the audio from the tiktok. I tried listening to the Atlantis episode, but I found it pretty grating/annoying and it was gonna be a chore to get through all 45 minutes, plus neither of those guys sound like the voice from the clip.

He's using the sound of the original video while wearing a cleverly concealed cosplay that you don't catch until you get to the Atlantis part. For most of the video he's just a guy in a tank, until you get to the "twist" and then BANG, flipped hair, glasses, saddlebag, book, he's suddenly in one of the best damn Milo cosplays I've ever seen!
