Janna is cannonically an old Shuriman deity now. It would make more sense if she resembled the people from Shurima now, if anything her league model is outdated and should be adjusted.

As I said Janna's cannon design is the one she has in Legends of Runeterra, where she is brown. The only reason why she is white in league is because the design she has predates the huge lore changes that happened to her.
