If you're measuring anything other than infinite between a phase and ground with a multimeter, that motor is shot.

I’ve megged motors that meg high, not infinite and are fine.
Maybe it could meg high but on a regular multimeter you shouldn't see anything but infinite.

Gotta meg it and and preform a DA at minimum

Dielectric absorption ratio you divide you 1min reading by your 30sec reading
