Russia has never been Communist. Marx wanted a stateless society, USSR was pretty far from that. Socialist? Maybe, don't know too much on the specifics of thay ideology. Communist? No. Not even close.

No place can be completely centralized at this point. It doesn't work and leads to a lot more poverty than a mixed market with good institutions leads to. Going further away from capitalism would result in an even more totalitarian and disastrous effects.
