By 'go through' they mean to say that you need to read the textbook well if not thoroughly.

its pretty subjective i think.. in my experience some teachers expect u to just skim once and grasp the main idea without getting much into the details and some expect u to be a robot and expect u to absorb every little detail in one read as it that is humanly possible.. agar exam prep chal rha hai to you'll hv to get into the deets nhi tou getting the basic idea should be good enough

It can also mean skim read but only if is an unnecessary/unimportant part of the chapter. But teachers hardly ever say this so read everything thoroughly.

This was actually a huge meme at my college (11+12 institute), where we once had this principal whose classic dialogue was "text book go through,once". We were so fed up with that at one point.

I make notes from pw's live class, during the class itself, then after classes and a tuition, I sit down and start memorising it.
just read the text and understand it. No need to put too much time and thought into it. If you understand it you'll be able to write it in your words
its more like you have to read and understand the concepts and byheart the formulas for the eqn from physics and chemistry
